It means a "universal language". Like in star trek when they go to a alien world and everyone speaks english.

To is used like a particle, such as:
"Go to school."
"To work."
"John went to work."

Too is used like "as well" or "also", eg:
"I want to go too." can be replaced with "I want to go as well."
Too can also be used to show that something is more then enough, eg:
"The mall is too far."

Two is just used as a number.
"Two dogs.", "I have two cupcakes."

Well, I guess you'd have to go and live/study in an English speaking country. You could as well learn it in your native country, but it wouldn't be the same...For instance, take the German word "Hochdeutsch"...It's much the same thing. I used to live in Austria and when I got there I was like...??? It was all Greek to me...because I learnt German in school and I've never had the chance to talk to a native...There are dozens of dialects everywhere...It's pretty much the same with English... However, if you do have a native speaker somewhere around you, you'd better take that chance!!

It means rare or unusual. Blue moons must be rare.

It is a rule to remember spelling. Normally "i" comes before "e" in spelling:

friend

But when they appear before "c" the "e" comes first:

deceit

I am an american and I took french but it was waaaay different than english. Anyway it got too boring so i dropped out and now i am taking japanese.
